Theres no way any ciw-like person will ever be canon. This is because the series sticks to realistic things, not some dead girl named cassie haunting franks body. I mean, c'mon!

Secondly, didn't the creators say there will never be a canon cassie because the whole mention of her was in hope for fan-fic cassies? To allow fans to get involved and play a character. In fact, I wouldn't be surprised if they started mentioning other random names without showing the actual character, just to encourage more fans to join in and act alongside them.

If they mention a 14 yr old overweight blonde, I am so in! lol

Itscassie is not canon, and I don't think she ever will be.
