running them through a straight decoder doesn't add the return, because 000000 is a null value.

It would make sense, too, as a puzzle, since a mnemonic is "a device, such as a formula or rhyme, used as an aid in remembering." It would be a hint that we're supposed to be looking for a mnemonic, or something we've seen is one.
