I have a question for the more computer savvy people.
Okay so the whole IP thing. In another post people are talking multiple 'troll' accounts under the same IP and banning them.
So how does the IP thing work.
Okay so:
I sign in at home.
I sign in at the coffee shop down the street.
I sign in at the college library.
Does my IP change in each of those instances even though I am using the same user name each time?
Each computer is on a different network right? How does this work Please?
Thank you in advance.

Yes your IP would change each time because you are in different locations and because these places may not share the same ISP etc.
But let's say you are using a computer from the college library, well someone else using a computer there could share the same IP. Therefore it would make it tricky to IP ban someone from the library because you risk a mass banning, banning everyone who attempts to log in from that library.
There are other ways to tell if someone is using multiple accounts but you have to have access to the main data base which usually only the admin would have access to.
