I came up with this theory at work:
From what OpAphid told blugh, the list is random, so they didn't put it together Tachyon did. Since correspondence were taken along with the names, we can assume they were from the people on the list. So the question is: why those people?
Tachyon could have been recruited after she joined the Order. The videos certainly show that she wasn't comfortable there anymore. The "other side" (for lack of a better phrase) could have used this to turn her. Since the Order is very high on protecting secrets, I doubt if you could just quit working for them. So the "other side" offers Tachyon a way out, all she has to do is get them certain information. And part of that could be a list of people that can potentially be turned as well, and ways to contact them.
This can also explain the "separation" in the videos, the side of her that originally joined the Order because she wanted to and the side that is working against them so she can get out.
Some of this came to me as I was remembering the movie "The Departed". Get them early, get them on your side, send them into the other side. Its a good, long term source of info and weakens the organization you are working against. Its a theory anyway.
Also, of the people who have gotten phone calls, how many of them are on the list?
