No, we don't really know that for certain. That is a guess based on the initials of the writer of The Order in the Modern Empire.

But it is probably true.

If Toby is Jonas' maternal cousin they would have different last names.

Actually, even if he was a paternal cousin, they still could have different last names.

Yeh I don't have the same last name as any of my cousins... Worth a thought though.
