I'm not sure...But I think it has to be done on a hill in a semi-remote location.

The tallest peak is Guadalupe Peak at 8,749 feet...

And the lowest is Dome Peak at 5,360 feet.

I think Guadalupe Peak is our best bet. I remember Gemma mentioning some thing about initiating dialog (which is the D in OP-APHID I think...)

Then again I'm not entirely sure!
