Yeah, I would have voted for keeping both uncensored. I really think it depends on context, though. For example, if the naked breasts are involved in a sexual act, then okay, I can understand the censoring. But if it's video of a topless sunbather or a breastfeeding mother, then why censor? The breasts aren't explicitly sexualized in those cases, especially the latter.
And it's especially odd when you think that Canada often shows uncensored movies on TV. I don't know what else, but I remember seeing the sex on the train scene in Risky Business on a Canadian TV channel in a hotel room during a choir field trip in high school; the DJs swear on the radio, too, and songs are uncensored.
It's interesting to notice what gets R ratings too. You can't show making love with a man, but you can show blowing his head off! Now how cockeyed is that?
