how come at certain times I can't post anything, and I can't pm certain people?

Hmmm...I haven't noticed it...but I don't PM people often. Maybe the site has a certain time of day it ...oh great I can't think of the word. Um reboots? I'm on a poetry site and for a certain time every day it does that. Not sure.
