That's a phrase that is often used to justify morally "bad" behavior in order to bring about a morally "good" ending.
Robin Hood is a good example this... "Steal from the rich, give to the poor." Killing the bad guy in self-defense is another example.
It's a classic dramatic element, and makes for good stories.
