who do you suppose writes her comments/messages?

Don't know, maybe Jess since she's the character. Jess would know how to respond as Bree and what to reveal and what not to reveal so..
Or it could be the Creators, just so they have control. So they can see the fan feedback straight away and take note.

It wouldn't be Jessica. It's probably the creators who write the scripts for the show. If it's someone else then they might say something by mistake about the story that isn't meant to be out yet.
