Using vigenere cipher (key=treble) it translates to:

The next drop

Ray's Jazz Shop is in the first floor of FOYLES Bookshop 113-119 Charing Cross Road in London, UK. The message seems to indicate this to be the next drop site. "low cloudville" is believed to refer to London. "Sun is shining" refers to Ray's. "lifts" are a term used in England for elevators. "no lifts" refers to being on the first floor. CDs from New Orleans refers to Jazz. The Gershwin song may refer to "A Foggy Day" from the movie "Damsel in Distress".
