just watched the video again, just before bthe video cuts out for a second... is that bree running away fro the chaser or someone coming towards him?

first you see bree running away, then you see someone coming towards the order guy

It hasn't been established that its an order guy. Bree is seen running away and someone in black pants and shiny black shoes comes up to the person behind the camera who is laying on the ground (We can see his/her hand).
Hey! I just realized. Those shoes were relatively clean. No dust. The desert isn't known for it's cleanness. How did they keep their shoes clean?

Obviously this is what the ceremony if for. If Bree doesn't do it they can't keep their duds magically lookin' spiffy.
On a more serious note. Perhaps he drove up in a car?

A car would have been noisy so it stands to reason Bree would have reacted to it. She didn't.

The camera is flickering on and off. It's possible that they weren't evenly doing so and some time passed between bree disappearing and the suit-clad man arriving.
