WHY does the Order want Bree?

So my question is, why is Bree running from the order and why is it that they would be trying to capture her? It seems that if they really wanted to nab her, they have had plenty of opportunities (like on Thanksgiving when Bree and Daniel were hiking out in the middle of nowhere). Is it possible that they are just keeping an eye on her?
ALSO.. is it possible that within The Order there are good guys and bad guys? Maybe the watchers following Bree are friends of Bree's parents within the order that they asked to keep an eye on her to protect her from the bad guys within The Order.
Here are the possible reasons I can come up with for why the bad guys of The Order are following Bree/trying to capture her:
1- Bree and her parents know certain secrets of the Order and if they leave the community they might divulge these secrets
2- The Order fears that if Bree and her family leave that other people in the community might leave as well because Bree's family is well respected within the community?
3- They are still going to try to make her go through with the ceremony. (But she is in no way pure by the order's standards anymore and she hasn't been practicing anymore- and it's likely she has forgotten a lot of the steps and language for the ceremony, so I just don't think this is the case)
3- Punnishment-- some kind of judgement within the system where Bree and her parents would be punnished for trying to break protocol and disobey the elders and deacons.
4- Sacrifice-- They must have her as a kind of sin scapegoat for the community and she's the only one that will do? (scapeĀ·goat 1. a person or group made to bear the blame for others or to suffer in their place. 2. Chiefly Biblical. a goat let loose in the wilderness on Yom Kippur after the high priest symbolically laid the sins of the people on its head. Lev. 16:8,10,26. )
5- The Watchers following Bree are actually good guys within The Order or ex-members of The Order like Tachyon, watching out for her to protect her from the bad ones trying to catch her like OpAphid and Lucy
