He didn't realize the broadcast had started. He was making a joke, kidding around with the staff, and the joke was broadcast live.
As I kid, I found that kind of joke scary.
Even when the White House explained the Gipper was just joshin'.

For what it's worth, I've met a number of politicians, some on the national level. Some Republicans, some Democrats.
