Exactly. I believe that there can be no plot until someone observes a plot. Thus far, that does not appear to have happened.

I would still state there was no plot line. Because, as with any line, for it to exsist you need a beginning and an end. I have a feeling an end still hasn't been planned, therefore not plot. Just a progression of events, an arch.
The only thing that causes a plot to disappear is to remove its ending. Which may have happened.

So, in effect, you believe that if there is no ending planned, then there can never have been a plot, and therefore no plot holes? Not even a Neutron plot? Or A Plot Dwarf?

I would say that LG15 dosen't have an overarching plot more of a theme. "The Order Wants Bree" If there is an A-plot it is obscured by the lateral movements of the characters. There have been small subplots but those find themselves glossed over and forgotten. Any holes you discover are not plot holes but are the shadowy specters of forgotten subplots.
