Okay the file is not a photo, it's rar, the boys are still trying to open it. Per Surrealistpill the character Stalin is in the movie Better of Dead (that was quoted on T's profile). There seems to be another layer of encryption to the file. The extra encryption doesn't seem to be hex or base64. (And no I have no idea what that stuff is, I'm just reposting from the chat, laugh).

Ah, I mentioned Keanu but I didn't know about his band.

If we go the Keanu tangent for mid 90's, how about Johnny Mneumonic?
In 2021, the whole world is connected by the gigantic Internet, and almost a half of the population is suffering from the Nerve Attenuation Syndrome (NAS).Johnny with an inplanted memory chip in his brain was ordered to transport the over loaded information from Beijing to Newark. While Pharmakom Industries supported by yakuza tries to capture him to get the informaiton back, the Low-tech group led by J-Bone tries to break the missing code to download the cure of NAS which Johnny carries.

Okay per Acid: The file Hex -> Base64 -> Binary but is now encrypted in a other code that is all letters and lower-case numbers. It may be a public code encryption. Here is the code:

hm the only thing i can think of right now is the bag of chocolate covered pretzels that brodie gives to brandis dad, the really angry tv show guy.
brodie stuck his hand down the back of his pants and rubbed it all over the melty pretzels so that when brandis dad ate them (rather greedily), he got sick.
brandis dad is a pretty hilarious character.
i havent watched this movie in like a year though so i might be off.

I don't know about the doubled bagged...the link just says 'bagged'...and I was just trying to see what it meant in this reference.
Also, after refreshing myself on wiki...there was a guy who spends all his time trying to see the Sailboat in a Magic Eye pic. Eye. Sailboat. Probably nothing.
