My father continues to state that captions are often misleading and are "flawed pieces of information," due to the common use of sentence fragments in them.

Us= Object, therefore the sentence is grammatically incorrect.
However, it is in common usage.
Kris and I are at the Halloween Ball.
(a linking verb is needed, which is "are.")
"This is Kris and me at the Halloween Ball," makes the sentence subjective on both sides. Therefore, it is incorrect. The linking verb "is" makes the difference.
