Well according to the dictionary...
Rule (plural rules)

1. A regulation, law, guideline.
2. A ruler; device for measuring, a straightedge, a measure.
3. Something to keep order.

Regulation

The regulation rules of baseball.

Law (Plural laws)

1. A written or understood rule that concerns behaviours and the appropriate consequences thereof. Laws are usually associated with mores.
