Hmm, I don't know. I'm kind of ok with it. Some of the rules seem a bit arbitrary or harsh, but I think it should be hard to adopt a child. I know that there have been times when I've seen an obese parent with an obese child and wondered how the heck someone could let that happen ... or seen children wearing rags.
How many times have we all heard (or thought to ourselves) "you need a license to drive a car. You should need a license to have a child."
I might have a different opinion if Chinese orphans lived in hell holes, but from the little I've heard and read on the subject the kids are well cared for even if they're not adopted.
I don't know. Mixed feelings from me.

You really shouldn't judge someone's parental capabilities by their weight.
