Bree's parents left that note along with some money inside P Monkey. The Watcher was after the note when he searched their room, but Bree had it with her on the hiking trip.

Maybe thats why she spends a lot of time looking at it. Perhaps she is trying to decode it herself? (I highly doubt she would ever be able to figure it out though.)

She would never figure it out. Daniel would think it's just crap. It would have to end up here eventually.
