I don't think Lucy's the only person with knowledge of the videos. The HoO want Bree to volunteer for the ceremony. They go to Lucy and say something like "Find Bree and persuade her to volunteer."
Lucy sets the trap and returns to the HoO with exactly what they wanted. They might ask her how she did it. Is she going to tell them?
No. She is going to keep all of her cards close to her vest in case the game isn't over. She isn't going to tell them about TAAG's vids.

In any case, the OpAPHID division definitely knew about the videos as well, and I would think the deacons also know since they wanted Bree to mislead Daniel. Alex also was definitely aware, and the same for whoever arranged for Jules to be bait.
There's quite a few people who have to be in the know.

More importantly than that, Nikki's exploits are acknowledged as occurring within the fictional reality of LG15 by other characters who inhabit it.
