Though your name contracts to the unfortunately initials BS ( :P ), that theory is not. That's the most coherant theory I've heard so far. In fact, I think I'm backing it, it's got a real chance! Though where you have 'covenant' I would be equating more to a ritual to invoke the 'eternal life' aspect of blood and the consuming of flesh, which is a common symbolism for it.

Can you point out where this is explicitly stated from a canon source? I've heard of her having some sort of birth mark but never seen an original source stating it was in the shape of an HoO symbol, though I have heard it rumored.

While it's not been stated flat out like that, it does look just like the Watcher symbol, and the Creators have admitted they told Jessica to get a bathing suit that would allow the symbol to be visible that low on her back:

I always thought it was a lens flair or a reflection from the sun and water. I passed it off as fan-fic and some photoshop. I missed that the creators asked her to specifically show this. When was that? Let me know if you remember specifically.

It was in the third airing of Mixed Media, I believe. When they had Jess as the guest.

Hey I like the theories that everyone is coming up with here. I think that I might have some more evidence to support the theory of the Ceremony involving someone eating Bree. According to the LGPedia, Thelema was created by Aleister Crowley as a religion with some Ancient Greek references. A great example is the name Thelema translates to 'will' in Ancient Greek.
You might be wondering how this relates to Cannibalism. Well, thanks to the wonderful invention called wikipedia, I looked up cannibalism to try to find something that references Thelema with cannibalism. Well, I did find this:
A number of stories in Greek mythology involve cannibalism, in particular cannibalism of close family members, for example the stories of Thyestes, Tereus and especially Cronus, who was Saturn in the Roman pantheon. The story of Tantalus also parallels this. These mythologies inspired Shakespeare's cannibalism scene in Titus Andronicus.
So, if certain Greek myths referenced Cannibalism and Thelema is Greek for 'Will', then maybe there can be more Ancient Greek influences in the religion. This might be the reason why eating Bree might sound like a great idea for the Order.
