Wait... I'm confused. If she gives us a code to generate a hex, don't we still need a point of reference? Like a compass always points North so you know which direction your pointing.
that is what i've been thinking.....we have the right idea...but how do we use it?
I assume she would give a clue saying C = 2, we'd turn the wheel accordingly (C on the outside, 2 on the inside) then she would provide a code like "AB C1 23" and we would translate the outer ring with the inner ring to decode it... and run it though a hex generator, Base 64, my washing machine, etc.
EDIT: changed "read" to "translate the outer ring"

Remember, this is a step by step puzzle. This step might just be the realization that we need to construct a physical decoder ring. Tach will tell us how to use it when she's ready for it to be used. Also, remember that we've only had this part of the puzzle solved for about 3 hours. Tach might just be doing other things right now that keep her from moving us on to the next step.
