so i think this means we have to cut out a wheel, write the code around the edges, and cut out another smaller wheel, write the other code around the edges of that one, and attach them in the center with a brad.
should give up a decoder wheel/ring.
(thanks to tigerlily for the 'cut something out' idea)
EDIT: these links might help you make one

HOLY CRAP!
How are you finding that stuff????
EDIT:
Is it relevant that the web site misspelled "Scrissors"?

Could someone could create a template and post up a .gif for us all???

I think Pill is on the right track. Remember, this whole puzzle arc is a series of steps toward the solution. As Tach told us at the beginning:
One step at a time, before the next. I wouldn't want to confuse you. Figure out what you need and we'll go from there.
We know that this step is called "A Tiny Project." The tiny is a reference to tinyurl, of course, which is how we found this pictures in the first place. But the project part would make a lot more sense if this was the step where we physically put together the two halves of our decoder ring.
In the chat, we've been talking about the very small ruler that is concealed near the top of the scissors picture. It's certainly not there in the original, and I think we have to assume that it's meant for us to use. But if we're building a decoder ring, then the ruler might come in handy so that we know which set of letters/numbers goes on the outside of the ring, and which set goes on the inner. That is, if x.jpeg stands for one set of letters/numbers, and the ruler shows that the diameter of the brad is smaller than the diameter of the scissors in xx.jpeg (which would stand for the other set of letters/numbers), then we would know that the x.jpeg set of letters/numbers goes on the inside of the decoder ring.
See where I'm going with this?

are you even sure that there is a ruler in the smaller picture. i know i may be a bit late on this but to me the smaller picture looks like that is just the coloring going a bit off on top, kind of like a smudge/wind blown effect
but i could be wrong

I agree that this puzzel might be as simple as obtaining a brad, a pair of scissors and a ruler. I think the project itself will be to make a decoder ring but she states find out what you will need and then we will go on from there.
So I guess we should appoint domeone to make this project?
any takers?

yea by the looks of everything, from what i've read throughand sorted through, it just looks like she asking us to make a decoder ring.
do we have enough information to go ahead and do this?

It depends on the type of ring...
Decoder
Cypher
Which one???

wasn't tach pretty clear about a decoder ring?

I would try the decoder first
There was no hint about a cypher ring (that I can recall)

I'm inclined to go with the decoder ring, but spiff makes a good point. Tach told us to take this one step at a time. Let's not jump the gun and make assumptions if we don't have to.
Which doesn't mean that I'm not already making my decoder ring, of course...

I agree it's probably the decoder ring illustrated.
So, if you line up the letters in order between the two rings you get the following (assuming the Movies ring is outside):
C 6 4 F B 2 8 3 5 D 7 A 9 1 E <---movies
2 F 4 D 8 1 B 7 E C 6 5 9 A 3 <---lovelines
x t v o u z w p m r n y q s l <---corresponding letters
EDIT:
Wait... I'm confused. If she gives us a code to generate a hex, don't we still need a point of reference? Like a compass always points North so you know which direction your pointing.
EDIT AGAIN:
Apparently, a cypher disk is the same a common decoder ring. See wiki...

that is what i've been thinking.....we have the right idea...but how do we use it?

I agree. We are missing that part. In another post, someone suggested we look at clues that suggest a clock position to start. Any thoughts if a clock clue that was given could act as a starting point?
