She knows all the people who watch this are the people she would call. Instead of calling one or every one she made a video that adresses all of those people. Maybe at least in her mind that made sense.

I think the order just utilizes the purity bond as a form of control. It was meant to keep Bree under the control of her parents and the order, so that she wouldn't go all rebel on them.
